Queen Stephanie was designed specifically for the role of sovereign in what was planned to be the cradle of culture and creativity for humanity as it moved forward as a mature species.  As the colony progressed, she grew increasing worried that it was falling behind in its mission as the women who occupied it continually became obsessed with more hedonistic pursuits.  She was frustrated as the Majestic Council on Mayworld began adjusting the colony's charter when it failed to be a cultural force.

The Queen maintained a harem of consorts, one of which served as Royal Consort to the Queen.  As the colony began to visibly fall short of its goals, she used specially trained members of her harem as gifts to powerful women to help curry favor.
